Not sure if it helps, but I've went through the place with Black Cat few times, and each time only location where I've noticed it getting stuck is if I use ladder from underground prison to Fort Joy square. Black Cat is an NPC in Divinity: Original Sin 2 (DOS2) which follows the first character in party it sees.
